What does health-service habilitation mean in Costa Rica?

In Costa Rica, habilitación is permission to operate a defined health service under sanitary requirements. The Ministry of Health runs this regulatory process.

Who runs it and is it the government?

The Ministerio de Salud is the government regulator responsible for the process. Habilitation applies to health services, clinics and relevant specialised facilities. It answers a legal operating-permission question, so ask the clinic for the habilitation that covers the service you plan to receive.

If a clinic calls this “national accreditation”, ask it to identify the document it means. An operating authorisation and a voluntary quality award are different documents. For any additional national accreditation claim, request the issuer and programme name rather than assuming it is another name for habilitation.

What does it assess and for how long?

The application requires declarations and documents under the applicable sanitary rules. Requirements depend on the service and its risk. The official application page refers to Decreto 43432-S, and the ministry also publishes service-specific regulations, including rules for IVF habilitation. The ministry's legislation library provides the regulatory route.

Renewal follows the applicable regulation. Ask for the authorisation's actual expiry and renewal status instead of assigning the same term to every health service. If a facility offers several treatments, ask it to explain which permitted service covers the one in your treatment plan.

How do I find a clinic in its register?

Start by requesting the clinic's habilitation number, authorised service and expiry date. Use the Ministry of Health's business-services information to identify the relevant official contact, then ask the ministry or local health authority to confirm those details.

Request confirmation that addresses the named facility and service. A link explaining how businesses apply for permission does not itself demonstrate that this clinic has permission. If the clinic supplies only an application, ask for the resulting authorisation and its current status.

What does it not tell me?

Habilitation is not a voluntary hospital-quality accreditation award. It also does not establish the individual doctor's registration or specialty. Use the Costa Rica doctor-check page for that separate enquiry.
